The decision by the erratic and unpredictable secretary of state for levelling-up, housing and communities to reject Marks & Spencer’s plans to redevelop their Oxford Street store near Marble Arch, against the advice of the local planning team, Westminster Council and City Hall is both bizarre and illogical.
